Spain will complete conversion to an all-volunteer military by the end of this year, but with only 76,000 such troops now in uniform, will be 10,000 short of the desired force structure. While intense recruiting will solve some of this shortage, Spain plans to recruit 2,000 foreigners (mostly from Latin America) each year for multi-year professional contracts.--Stephen V Cole
