Western nations promised to provide $20 billion over the next ten years to increase security around Russians nuclear and chemical stockpiles, and to provide income for those specialists who develop nuclear, chemical and biological weapons. Russia is particularly keen to keep it's scientists working in Russia. Over the last decade, several hundred thousand of Russia's best scientists and engineers have gone abroad for better jobs. Many Russians see this as another indicator of Russias decline as a scientific and military power.
